You need to increase the pressure until the horse responds, and then instantly release the pressure once he does respond. My horse was this way and I tried just raising my energy level and swinging the rope faster and more intently, but until I whacked him once on the rump he didn’t make the effort. After that, he listened to just energy level and a small swing of the lead rope.

It’s also good practice for light responses while working on the ground.
