He has absolutely no right to say that these horses will be put out to retirement if they are privately owned. Is New York City adopting Communism?
Second, this is economic madness. Take working horses, ban the few jobs they still perform, and then shell out money to care for them during their “retirement”. I adore horse, and would like to see them used and appreciated by more people instead of shut away somewhere in early forced retirement.

I agree with you Brenda the Amish have been using animals in the same fashion for centuries and usually a lot harder than those in NYC and they are not regulated or banned is that going to be next find something better to do with tax payers money and time
