I truly think that there should be some sort of exam before people are allowed to procreate and/or own animals. At the very least, there should be a basic intelligence test, along with a spelling and grammar exam.
Alas, I think this would prove far beyond the reach of most. SIGH. More’s the pity for the children and animals of this world.
